The Obsidian Hammer can be found inside the Obsidianite Mines dungeon, which you can find in the southwestern portion of the map in Mortal Shell 2. The weapon is dropped by the boss inside the mines, and while he's just a tougher variation of the usual hammer-wielding Hierarchs you can find everywhere else, you'll still need to worry about the high health and attack power that all enemies in the Mammon region have.
